A property manager does not need a plumber who is cheap on Tuesday and uncontactable on Saturday. They need the phone answered, the tenant rung back, the urgent repair done inside the window the law gives them, and an invoice with photos that the owner will approve without an argument. Paul has done that for Demians Estate Agents for close to ten years, across about a hundred rentals in the Liverpool council area, and the same arrangement is open to agencies and private landlords across Fairfield, Camden and Campbelltown.
Monarch Civil & Plumbing is a plumber for property managers, landlords and strata across the Liverpool, Fairfield, Camden and Campbelltown council areas: one number answered 24/7 by the plumber, urgent repairs attended the same day, tenants contacted directly, itemised invoices with photos within 24 hours, water efficiency certificates, gas and plumbing compliance certificates, and account terms for regular clients. No call-out fee, same rate after hours.
What an agency gets from Paul
One mobile number, answered by the plumber who will do the job, day or night. Urgent repairs attended the same day. The tenant rung directly to arrange access, so your staff are not the go-between. A straight recommendation on repair versus replace, with the ten-year cost, not just today's. An itemised invoice with before and after photos within 24 hours, which is what lets an owner approve the work from their phone. Compliance certificates for gas and drainage work filed with the invoice. Account terms once we have done a few jobs together.
Urgent repairs under NSW tenancy law
NSW Fair Trading lists the urgent repairs a landlord must deal with promptly: a burst water service, a blocked or broken toilet, a serious roof leak, a gas leak, flooding or serious flood damage, a failure or breakdown of the gas, electricity or water supply, a failure of the hot water service, a failure of a cooking or heating appliance, and any fault that makes the premises unsafe. Most of that list is plumbing. When a tenant rings you with one of them, you ring Paul and it is attended that day, at the same rate after hours as during them.
How a work order runs
Email the work order to info@monarchcivil.au or WhatsApp it to 0455 222 292 with the tenant's number. Paul rings the tenant, books a time, does the job, and sends the invoice with photos and any certificate, usually the same day. If the fault turns out to be bigger than the work order, you get a photo and a price before anything beyond the authorised amount is done. If it is a tenant-caused fault, the invoice says so, with the photo to back it.
Water efficiency certificates
To charge tenants for water in NSW the property has to meet the water efficiency standard and you need the paperwork to prove it. Paul does the inspection, the fixes (showerheads, flow rates, leaking toilets, dual flush) and the written certificate in one visit, across the whole portfolio if you want it done in a block. Full detail on the water efficiency certificates page.
Pre-purchase inspections for buyers' agents and investors
Before an investor buys an older house in Liverpool, Fairfield or Cabramatta, a camera down the sewer and a look at the hot water system and the pipework tells them what they are really buying. See pre-purchase plumbing inspection.
Strata and body corporate common property
Shared sewer and stormwater lines, water risers and mains, common-area hot water and overflow gullies, for strata managers and committees. Every report says which side of the lot boundary the fault sits on, with the camera footage, so the right party pays and the committee is not arguing about it at the next meeting. More on the commercial plumbing page.
Liverpool, Fairfield, Camden and Campbelltown
Liverpool council area: Paul's home patch, with close to a hundred Demians rentals from Moorebank and Wattle Grove to Casula and Liverpool itself, so most streets are already a regular part of the week. Fairfield: older houses with clay sewers and unit blocks with shared drains, where the report on whose section it is matters. Camden and Narellan: the Macarthur estates, where the continuous flow units and the stormwater are reaching the age that generates work orders. Campbelltown: nearly half the suburb is rented, and the 1970s estates keep a plumber busy with hot water, roots and gas heaters. The suburb pages for Liverpool, Fairfield, Camden and Campbelltown cover what we see in each.
What it costs
No call-out fee and no after-hours surcharge. Paul quotes on inspection, works to the authorised amount on the work order, and sends a photo and a price before anything beyond it. Account terms are available for agencies and landlords with regular work. Our guide to what a plumber costs in Sydney in 2026 gives the ranges for the common jobs.

Plumber for Property Managers: questions we get asked
Do you offer account terms to real estate agencies?
Yes, once we have done a few jobs together. Until then the invoice is payable on completion, with photos attached either way.
Will you deal with the tenant directly?
Yes. Send the work order with the tenant's number and Paul rings them to arrange access, so your staff are not relaying messages.
How quickly do you attend an urgent repair?
The same day, and immediately for a burst pipe, a sewer overflow or a gas leak. The rate is the same after hours.
Do you send photos with the invoice?
Every job. Before and after photos, and the camera footage for drains, so the owner can approve the work and see what they paid for.
Do you do water efficiency certificates?
Yes. The inspection, the fixes and the written certificate in one visit, for a single property or a whole rent roll.
Do you charge a call-out fee?
No. Paul inspects, quotes and works to the authorised amount. You only pay for work that is done.
