Monarch Civil & Plumbing is an owner-operated, licensed plumber, drainer and gas fitter based in Austral. Paul quotes every job on inspection with no call-out fee, does the work himself, guarantees the workmanship for as long as you own the property, answers the phone 24/7 at the same rate, and gives seniors and pensioners 10% off labour.
No call-out fee, quoted on inspection
Paul comes out, looks at the job and gives you a price. You only pay if you go ahead, and the price you are quoted is the price you pay. If something else turns up once the work is open, you hear about it and agree to it before it is done, not on the invoice.
We do this because a blocked drain, a leak or a dead hot water system cannot be priced honestly over the phone. Ten minutes on site with a camera or a multimeter beats a guess, and it means the quote is for the fix, not for the visit. What happens from the moment you ring is on the contact and booking page.
Paul is on every job
Monarch Civil & Plumbing is owner-operated. The person who answers the phone is the person who quotes the job and does the work. There is no call centre, no subcontractor and no apprentice sent out alone. Paul has been in the trade for over 13 years and worked for Sydney Water before starting Monarch, which is why a lot of the sewer and stormwater questions get a quicker answer than you expect.

Lifetime workmanship guarantee
If something Paul installed or repaired fails because of the workmanship, he comes back and fixes it at no charge, for as long as you own the property. Parts and appliances carry the manufacturer's warranty on top. Done right, done once is not a slogan we put on the van because it sounded good; it is the reason the guarantee costs us almost nothing.
24/7, and the rate does not change after hours
Paul answers the phone himself, day or night, and there is no after-hours surcharge. When you ring at 2 am you get a straight answer on whether it can safely wait until morning and, if it cannot, a real arrival time. Burst pipes, sewage at the overflow gully, no hot water, gas leaks and serious leaks are the usual reasons to ring straight away; what counts as an emergency and what to do first is on the 24/7 emergency plumber page.
Same day when we say same day
There is no cut-off time and no promise we cannot keep. Tell us what is wrong and we will tell you whether today is possible. For common electric and gas hot water sizes that is usually yes; heat pumps sometimes need a day for supply. If we say today, we mean today.
Seniors and pensioners: 10% off labour
Seniors and pensioners get 10% off the labour on any job, from a washer to a new hot water system. Just mention it when you ring or book.
Paying for the job
Card on site, bank transfer or cash. Real estate agents and builders can be set up on account terms. Every job gets an itemised invoice with photos of the work, which is what property managers need to get an owner's approval without a site visit. We do not offer finance or pay-later plans; a fair price, quoted before we start, is the deal.
Licensed, insured, ticketed and properly equipped
NSW licence 488158C covers plumbing, drainage and gasfitting, and Monarch is insured for plumbing and telecommunications work. Paul also holds a Class B asbestos removal licence (AD214148) and tickets for confined spaces, locating underground services, traffic control, White Card and first aid. Compliance certificates are issued for every gas and plumbing job that needs one, and for new connections we handle the sewer service diagram, the Notice of Work and the Sydney Water inspections.
The Komatsu PC18 mini excavator and the Grundomat boring tool are our own, so digging out a collapsed sewer or boring a new line under a driveway is one crew and one invoice, never a subcontract. Sectional pipe patching is next in the van; until it is, if a full reline from a specialist is the right call under a driveway or slab, we will say so rather than dig for the sake of it.
Hot water brands we install and repair
Rheem, Rinnai, Dux, Thermann, Bosch and Vulcan, in electric storage, gas storage, heat pump and continuous flow. We carry the common replacement sizes and the parts for the usual faults, and we tell you which side of the repair-or-replace line your system is on before you spend anything. More on system types and the NSW rebates on the hot water systems page.
Where we work
Everything within about 20 km of our base in Austral: the Liverpool, Fairfield, Camden and Campbelltown council areas and the Macarthur region. Every suburb we cover has its own page on service areas.
What customers say about Paul
Rated 5.0 from 20 Google reviews. These are word-for-word Google reviews from homeowners, property managers and trades across South West Sydney. Read every review.
Highly recommend Paul for any plumbing work. He was professional, reliable and easy to deal with from start to finish. Paul arrived on time, explained everything clearly and got the job done quickly and properly. Great workmanship, fair pricing and excellent service.
Paul's service was amazing. Explained the whole process of replacing my hot water heater and gave me plenty of options to choose from. He took the old heater away and replaced with a larger dual element heater. Couldn't be happier and will be using him in the future.
How we work: questions
Do you charge a call-out fee?
No. Paul comes out, inspects the job and gives you a price. You only pay if you go ahead, and the price quoted is the price you pay.
Can the price change once the work has started?
Only if something is found that was not visible at the quote, and only after you have agreed to it. Nothing extra appears on the invoice that you did not say yes to.
Who actually turns up?
Paul, every time. Monarch Civil & Plumbing is owner-operated, so the person who quotes the job does the job.
Do you charge more at night or on weekends?
No. The rate is the same 24/7 and there is no after-hours surcharge. If the job can safely wait until morning, Paul will tell you.
What does the lifetime workmanship guarantee cover?
Any failure caused by the workmanship on something Paul installed or repaired, fixed at no charge for as long as you own the property. Parts and appliances are covered by the manufacturer's warranty.
Do you give seniors or pensioners a discount?
Yes. Seniors and pensioners get 10% off labour on any job. Mention it when you ring.
How can I pay, and do you offer finance?
Card on site, bank transfer or cash, with account terms for real estate agents and builders. We do not offer finance or pay-later plans.
Are you licensed and insured?
Yes. NSW licence 488158C covers plumbing, drainage and gasfitting, and Monarch is insured for plumbing and telecommunications work. Compliance certificates are issued for every job that needs one.
