The "Civil" in Monarch Civil & Plumbing is NBN pit and pipe: the conduit, access pits and lead-ins that carry the network's fibre to each lot. Paul does that work as a subcontractor to Ventia and Service Stream, the delivery partners that build and maintain the network across South West Sydney and the Illawarra.
It is not work we take from the public: NBN jobs come through the delivery partners, not from homeowners or builders. This page is here so you know what the civil side is, and because the same tickets, plant and habits carry over to every plumbing job we do.
Monarch Civil & Plumbing's civil work is NBN pit and pipe (conduits, pits, lead-ins and comms trenching) done as a subcontractor to Ventia and Service Stream across South West Sydney and the Illawarra. It is built to the network's specification from the approved drawings, with as-builts and inspections included, and old asbestos-cement pits are removed under our own Class B asbestos removal licence. We do not take private civil or NBN jobs; our customer-facing work is plumbing, drainage and gas fitting.
On site

What the work involves
Subdivision pit & pipe
Conduit runs and pits per the approved SAAD-style drawings for new stages and small subdivisions.
Lead-in conduits
Conduit from the pit to the dwelling for single lots, duplexes and townhouses, ready for the network's fibre pull.
Comms trenching
Open trench and reinstatement in footpath, verge and driveway; shared trench with hydraulics where the design allows.
Excavation with operator
Komatsu PC18 mini excavator with trenching buckets and compaction gear; fits standard side gates.
Trenchless boring
Grundomat pneumatic boring under driveways, footpaths and roads: conduit and services without open-cutting the surface.
Asbestos pit removal: Class B licensed
Old asbestos-cement (AC) Telstra and comms pits removed and replaced under our Class B (non-friable) asbestos removal licence, with proper handling and disposal.
As-builts & inspections
Photos, measurements and inspection coordination so lodgement isn't held up at practical completion.

What it means for your plumbing job
The NBN work is why every Monarch job starts with a Dial Before You Dig search and a locate, why there is a Komatsu excavator and a Grundomat boring tool on the trailer rather than a hire docket, and why Paul holds confined space, traffic control, underground services and asbestos tickets most plumbers never need. A sewer dug up in a Fairfield backyard or a stormwater line bored under a Leppington driveway gets the same set-out, compaction and reinstatement as a comms trench on a footpath.
It also means Paul is in Wollongong and the Illawarra regularly, which is why we take plumbing jobs there as well as across South West Sydney. See plumber Wollongong.
How a job runs
Drawings and scope from the delivery partner, a site walk, then set-out, trenching, conduit and pit installation, marker tape and backfill compacted in layers, reinstatement to match the surface, and as-built records with photos. Inspections are coordinated with the partner so lodgement to the network is not held up.
Who the work is for
Ventia and Service Stream, the nbn delivery partners, and the crews they run across South West Sydney and the Illawarra. If you are a homeowner or builder who needs a lead-in or a pit moved, that request goes through nbn and its delivery partner, not through us. For the plumbing on a new build or a knockdown-rebuild, see renovations & new builds and sewer & stormwater.
NBN pit and pipe: common questions
What is NBN pit and pipe?
The underground conduit and access pits that carry the network's fibre to each lot. Developers are responsible for installing it to the network's specification before lots are connected; the network then pulls fibre through the conduit.
Do you take private NBN or civil jobs?
No. The NBN work comes to us through Ventia and Service Stream as a subcontractor, and we do not take civil plumbing (sewer, water and stormwater for sites and subdivisions) at all. For a lead-in or a pit on your own lot, contact nbn or your builder, who deals with the delivery partner. For the plumbing on a new home, see renovations and new builds.
Where do you do the NBN work?
Across South West Sydney and in Wollongong and the Illawarra, where Paul is regularly. Plumbing customers in the Illawarra get booked around those days; see the plumber Wollongong page.
Can you remove an old asbestos-cement Telstra pit?
On NBN jobs, yes. Monarch holds a Class B asbestos removal licence, which covers non-friable (bonded) asbestos such as asbestos-cement pits and lids. The old pit is removed, wrapped and disposed of at a licensed facility, the new pit and conduit go in, and the paperwork goes in the job file.
Can you provide a capability statement?
Yes, for delivery partners and their head contractors. It covers licences (NSW plumbing contractor, Class B asbestos removal), site tickets (underground services, confined space, White Card, VOCs, traffic control, first aid), insurances for plumbing and telecommunications work, plant, recent scopes and references.
